The Black List is a list of the top unproduced scripts in the industry, as voted on by Industry professionals. Franklin asks the top producers, executives, etc. their favorite scripts, then compiles a list based on their votes. Most of the authors are represented, as their agents/managers/etc are the ones sending their script out and drumming up votes for it. More political than based on legit merit at this point, but still a great script.
